We’re looking for a dynamic Policy Analyst to join our Barrier Analysis and Reduction team! Your experiences will help us to achieve the following:

 Role

  • Support the development and implementation of an action plan based on the results of OSME’s Study of Barriers to Federal Procurement - 2018

 Key activities

  • Identify best international and domestic practices addressing the identified issues in the 2018 SME study
  • Identify key internal and external stakeholders, establish and coordinate an interdepartmental working group
  • Develop an action plan for the reduction of the barriers identified in the 2018 SME Study, including:
    • Metrics to determine effectiveness of the recommended action plan measures
    • Stakeholder engagement strategy for implementing recommendations
    • Proposed governance for the implementation of the action plan

Education

  • Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology, Statistics or Social Sciences

Areas of knowledge

  • Economic theory (particularly macro and micro economics, statistical trend analysis and performance measurement)
  • GC programs supporting entrepreneurship and economic development
  • Knowledge of the theory of using public procurement to support entrepreneurship

Skills and abilities

  • Excellent research and analytical skills
  • Strategic thinking
  • Excellent communication skills (verbally and in writing)
  • Building and maintaining stakeholder relationships
  • Bilingual

 Operational requirements

  • Reliability status security clearance
  • Conflict of Interest and Post Employment Declaration
  • Position is located in downtown Ottawa; paid relocation is not available

 Role

  • Lead engagement and consultation activities with key stakeholders to help design inclusive procurement initiatives
  • Support the review of procurement strategies to help procurement professionals
    • Understand barriers to procurement faced by smaller businesses including underrepresented groups
    • Develop inclusive procurement sourcing strategies and solicitation documentation

Key activities

  • Develop sourcing strategies that reduce barriers
  • Organize and implement stakeholder consultation activities
  • Gather and analyze input received from stakeholders consultations
  • Lead or participate in working groups to bring forward concerns raised by smaller businesses including underrepresented groups
  • Contribute to the redesign of service delivery offerings

 Education:

  • Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology, Statistics or Social Sciences

Areas of knowledge

  • Experience with federal procurement (understanding the procurement process)
  • Understanding barriers to procurement faced by underrepresented business communities
  • Experience leading working groups

Skills and abilities

  • Excellent research and analytical skills
  • Strategic thinking
  • Excellent communication skills (verbally and in writing)
  • Building and maintaining stakeholder relationships
  • Bilingual
